Applicants must be black South Africans (B-BBEE Act definition) running commercially viable enterprises in Master Plan commodities, hold at least 60 percent ownership in any joint venture, provide 10 percent farm-worker profit sharing, and score at least 20 of 50 on the economic-benefits scorecard.
