NFVF Production and Development Funding

Grants for developing and producing South African films, documentaries, animation and TV or web content, with published maximums of R200,000 for development (R100,000 for documentaries and shorts) and up to R1.2 million for feature film production. Funding runs in fixed application cycles through the online Praxis portal, not year-round - the current Production and Development window is open 8 June to 6 July 2026 (17h00). You need SARS tax compliance and a B-BBEE certificate; first-time filmmakers are explicitly welcome, and each applicant may submit at most two projects per cycle.

SEDFA Small Enterprise Manufacturing Support Programme (SEMSP)

SEDFA (formerly sefa) lends manufacturers up to R15 million for machinery, working capital and product accreditation, with up to 20 percent of the facility (capped at R2 million) as a grant where needed. Loans are at prime over up to 84 months with a possible 6-month moratorium. Businesses must be 100 percent South African-owned, at least 51 percent black-owned with a 51 percent black management team, and trading for at least 2 years; apply via the sefa SMME portal.

NFVF Marketing and Distribution Funding

The NFVF gives grants to South African independent filmmakers and local distributors to market and distribute completed South African films - feature films and TV formats. The most recent call (Cycle 1 FY 2026/27) capped funding at R500,000 for projects at production or post-production stage (R250,000 for development stage) and closed on 16 January 2026. Marketing and Distribution runs as its own cycle - the NFVF cycle currently open (to 6 July 2026) covers Production and Development only, so watch nfvf.co.za for the next M&D call.

Agro-Energy Fund (Land Bank / DALRRD)

Part-loan, part-grant funding from the Land Bank (with DALRRD) for alternative energy on farms - solar panels, biogas and biomass plants - to cut load-shedding losses on irrigation, intensive production and cold-chain operations. Smallholders (turnover R50,000 to R1 million) get up to 70 percent as a grant capped at R500,000; medium-scale farmers get 50 percent capped at R1 million; large-scale farmers (turnover above R10 million) get 30 percent capped at R1.5 million, with the balance as a Land Bank loan. Apply directly through the Land Bank.

NFVF Presidential Employment Stimulus Programme (PESP) - Audio-Visual Sector

Government job-creation funding for the film and TV industry, run by the NFVF in annual rounds. The latest round (PESP 6, R230 million for 2025/26) funded productions up to R2 million for features and documentaries, R400,000 to R600,000 for short films, plus skills development (up to R1 million) and festivals and markets (up to R1.5 million). PESP 6 applications closed in late 2025 and funded projects run to July 2027 - watch the NFVF Praxis portal for the next round.

Ithala Agriculture and Agro-Processing Finance

Ithala Development Finance Corporation (IDFC) - the KZN provincial parent, distinct from the banking arm Ithala SOC that faced liquidation proceedings - is still actively offering agriculture and agro-processing loans (livestock, equipment, working capital, land and fixed improvements) to KZN-based SMMEs and co-operatives. The liquidation application against the banking arm was withdrawn in early 2026 and IDFC development lending continues. Apply via ithala.co.za; IDFC funding solutions range from R1,000 to R25 million overall, but no agri-specific minimum or maximum is published.

South African Film and Television Production Incentive

A dtic cash rebate of 35 percent of qualifying South African production spend (plus a possible 5 percent uplift) for South African film and TV productions, capped at R25 million per project. Your production needs at least R1.5 million in qualifying spend (R500,000 for documentaries), and you must apply before any filming starts. Be warned: the programme is formally open but severely backlogged - industry groups report no adjudication meetings since March 2024, so do not budget on this rebate until you hold an approval letter.

SEDFA Technology Transfer Assistance Programme

Technology transfer support for small enterprises: a grant toward equipment, machinery and associated working capital, capped at 10 percent of the total capital expenditure requested, plus incubation support. Apply via a SEDFA eThuse account - funding interventions open in windows.

Ithala Business Finance

Ithala Development Finance Corporation still offers business finance to KwaZulu-Natal businesses (CIPC-registered entities, partnerships, trusts or sole proprietors), through two funds: the Enterprise Development Fund (51 percent minimum black ownership) and the IDFC Fund (26 percent black ownership OR B-BBEE level 4 - either qualifies). The banking-arm liquidation saga did not shut down IDFC lending - the application was withdrawn in early 2026 and the site actively accepts funding applications. IDFC funding solutions span R1,000 to R25 million overall; product-specific ranges are not published.

IDC Mining and Metals Funding

The IDC Mining and Metals unit funds new and expanding mining, beneficiation and metals production projects, including acquisition funding for Black Industrialists. It provides long-term debt, short-term working capital, guarantees and equity-type instruments on commercial risk-adjusted terms, with debt funding from a minimum of R16 million - smaller applications are routed to the IDC Small Business Finance unit. Shareholders must contribute financially, and mining deals require a full feasibility study.

TIA Technology Development Fund

Grant funding from the Technology Innovation Agency to take a technology from working prototype through demonstration and certification (technology readiness levels 4 to 7). Per the published dtic parameters the fund ranges from R500,000 up to R50 million over 1 to 10 years, and is open to SMMEs, start-ups, universities and science councils. Some funding runs through open calls - check current calls on tia.org.za before applying.

Land Bank Blended Finance Scheme (BFS)

The Land Bank flagship development product is the Blended Finance Scheme, run with the Department of Agriculture: qualifying black producers get a conditional grant blended with a Land Bank loan (priced at market rates) for land acquisition, capital expenditure, and production or working capital - the grant is never standalone. Applicants must be black South Africans (B-BBEE Act definition) running commercially viable enterprises in Master Plan commodities, hold at least 60 percent ownership in any joint venture, provide 10 percent farm-worker profit sharing, and score at least 20 of 50 on the economic-benefits scorecard. The scheme is open and actively disbursing - apply via Land Bank provincial offices or the e-services portal.
