Tourism Equity Fund (TEF)

A R1.2 billion Department of Tourism fund for majority-South-African-owned tourism businesses with at least 30 percent black ownership. Deals start at R10 million and combine a grant of up to R20 million from the Department, a SEDFA loan of up to R15 million, and commercial bank loans for the balance. The fund is currently winding down a backlog of existing applications and is effectively not taking new applicants while government changes the administrator - watch for the new arrangement before applying.

GEP Contract Finance

GEP Contract Finance is a loan for Gauteng SMMEs that have secured a contract or purchase order from government, a public entity or a private company and need working capital to deliver on it. No business plan is required - the viability assessment is based on the actual contract or purchase order. GEP publishes no fixed loan amounts or turnover thresholds; each application is individually assessed, and applications are made online via the GEP Online Application System (geponline.co.za).

Tourism Transformation Fund (TTF)

Funding for majority black-owned tourism businesses, run by the National Empowerment Fund in partnership with the Department of Tourism: a grant of up to R5 million combined with an NEF loan, for capital projects like accommodation and attractions. Applications are open on an ongoing basis - apply via the NEF (tourism@nefcorp.co.za) with roughly a 10 percent own contribution; rural and women-owned projects get preference.

GEP Start-up Finance Programme

Gauteng Enterprise Propeller runs a Start-up Finance Programme to help new SMMEs and co-operatives in Gauteng get finance to launch. GEP does not publish fixed amounts or turnover limits - each application is assessed individually, and you will need a business plan, cash-flow projections, capex quotes and CIPC and SARS compliance. Apply through the GEP Online Application System (geponline.co.za) or a GEP regional office.

SEDFA Small Enterprise Manufacturing Support Programme (SEMSP)

SEDFA (formerly sefa) lends manufacturers up to R15 million for machinery, working capital and product accreditation, with up to 20 percent of the facility (capped at R2 million) as a grant where needed. Loans are at prime over up to 84 months with a possible 6-month moratorium. Businesses must be 100 percent South African-owned, at least 51 percent black-owned with a 51 percent black management team, and trading for at least 2 years; apply via the sefa SMME portal.

IDC Gro-E Youth Scheme

Concessionary IDC funding of R1 million to R50 million per transaction for businesses owned by young people aged up to and including 35 at final approval, with a minimum 26 percent youth shareholding. Loans are priced at prime less 2 percent (over 26 percent youth-owned) or prime less 3 percent (over 50 percent youth-owned); cost per job is capped at R800,000 and B-BBEE level 4 compliance is required. Covers start-ups and expansions in IDC-mandated sectors, not only manufacturing.

Ithala Business Finance

Ithala Development Finance Corporation still offers business finance to KwaZulu-Natal businesses (CIPC-registered entities, partnerships, trusts or sole proprietors), through two funds: the Enterprise Development Fund (51 percent minimum black ownership) and the IDFC Fund (26 percent black ownership OR B-BBEE level 4 - either qualifies). The banking-arm liquidation saga did not shut down IDFC lending - the application was withdrawn in early 2026 and the site actively accepts funding applications. IDFC funding solutions span R1,000 to R25 million overall; product-specific ranges are not published.

SEDFA Co-operatives Development Support Programme (CDSP)

Government support programme for registered co-operatives, now run under SEDFA with the Department of Small Business Development. It offers blended funding - a grant portion capped at R2.5 million plus a loan - for machinery, equipment, vehicles and infrastructure, alongside non-financial help like training and business development support.
